Welcome to the Northern California Soccer Official Association (NCSOA) web site. We hope you enjoy it and return to it frequently to obtain information, references, and resources  for all your high school refereeing needs.
We believe this site combined with our regular meetings will assist us in developing and maintaining an association that becomes increasingly fresh and  more topical for everyone's referee development.



IMPORTANT ANNOUNCEMENT FROM NCSOA

The multiple no-show events that have occurred this season have prompted the Board to develop a policy which can be applied to any future incidents.

1. The referee that did not show must forfeit at least one assigned match in the current assignment period and will not be offered any assignmentsin the next assigning period (the period is usually provided in two weekincrements).

2. The other member(s) of the referee team shall forfeit one assigned match if he/she/they fail to contact the assigner or assistant assignerprior to the start of the match. As long as one of the other team membershas made contact (not merely tried to contact) the assigner and the refereeteam received instructions on how to proceed, the obligation to report theno show shall have been deemed met. Contact may be via email, texting orphone call. The game report must include person contacted and directionprovided. 


3. Communication before the game is imperative to prevent future problems. Number 1 officials should contact their partners prior to the game. All officials should bring  the phone numbers of your partners and the Assigner and Ass't Assigner to your games so you can either check on your partners if late or notify the authorities if any problem presents itself.


4. Report any irregularities to the Assigner immediately after any game affected by a no-show. We hope that the punitive measures will not have to be implemented in any future cases. If we all do a few small things regarding communication there should be no further difficulties. Thank you.

 



NCSOA Annual Referee Test 2011/2012

The following link is to an Excel program on which the test is located. It allows you to put an "x" for the answer you have selected. At the end of the test, it will tell you if you have a passing score of 85 percent. You can go over the test as often as you like until you receive a passing score. Once completed, please email your test as an attachment to Richard Gonzalez at rgonzalez@rgaconsulting.net. Let Richard know if you want to know which questions you missed and he will unprotect the test and return it to you.

Follow these instructions to proceed to the testing.

2. Download the first listed form "2011 hs test.xls"

3. This is an Excel program and you need to scroll to the top of the page and begin the test. Once completed and you have at least 85% copy and send your test to Richard Gonzalez.
